Would the number of Westerners fluent in Vietnamese be in the hundreds or the thousands?

I've met European, American and Australian university students studying in Hanoi and Ho Chi Minh City who speak Vietnamese with hardly any accents. But I'd say the number of Westerners fluent in Vietnamese to be in the dozens and not even in the hundreds.
